Description:

Verifies that non-admin users are prevented from creating new Microsoft Entra tenants. Tenant creation grants the creator Global Administrator rights in the new tenant, outside the organization's governance.

Why:

CIS M365 Foundations Benchmark v6 §5.1.2.3 (L1) requires restricting non-admin users from creating Microsoft Entra tenants. Tenant creation gives the creator Global Administrator rights in the new tenant and does not inherit the customer's existing security configuration.
